The student Model “OPEC-2019” was organized by the Gubkin SPE Student Chapter and World Energy Policy Club of MGIMO University and took place at both Universities from March 27 to March 29, 2019.

In the course of the work, diplomatic, oratorical and leadership skills were demonstrated and acquired.

The opening ceremony was opened by the welcoming speech of Dmitry Y. Zhuvakin, Deputy Director of the International Institute of Energy Policy and Diplomacy at MGIMO of the Ministry of Foreign Affairs of the Russian Federation, Sergey S. Pikin, Director of the Energy Development Fund at the Ministry of Energy, Vyacheslav A. Kulagin, the Head of the Department for the Study of the Energy Complex of the World and Russia of INEI RAS.

The meetings of the OPEC Model were held within the framework of 3 committees:

• — The quota committee;
• — The Committee for the settlement of interstate conflicts within the framework of reaching an OPEC agreement;
• — Committee on the transaction OPEC +.

Theses and argumentative positions of the countries on the agenda were read out. Then debates took place, where participants suggested ways to solve existing problems and formed interests’ coalitions. As a result, 2-3 coalitions were formed in each committee, each of which was to present a draft final Model resolution to an expert of its own committee. An expert of the OPEC Model, Aleksey Igorevich Gromov also participated in the process of accepting the resolutions. He listened to the decisions of the delegates, commented on them and guided students to important points for discussion based upon his knowledge and experience. In conclusion, three resolutions were created and established after the committees’ discussions.

The closing ceremony began with a lecture on the topic: “The turbulence of the global oil market: a challenge to the expert community” from Alexey Igorovich Gromov, Chief Director for Energy, Head of the Energy Department of the Institute for Energy and Finance, candidate of geographical sciences. After that, congratulatory words and words of gratitude from the president of the Gubkin section of SPE Eleonora Belova and the Secretary General of the OPEC Model 2019 Alexandra Kladova declared the Model to have ended in 2019.
